Since January 1, 2018, a new format of targeted social assistance has been introduced, in the form of conditional and unconditional cash assistance, provided to low-income individuals (families) with per capita income a month below the poverty line.
Targeted social assistance was provided to 133 recipients from 32 low-income families for a total amount of 4884.0 thousand tenge, with an average size of 3060 tenge.
In order to eradicate dependency, conditional cash assistance for able-bodied low-income citizens is provided subject to their participation in employment promotion measures.
In 2018, out of the number of recipients of conditional cash assistance, 9 unemployed citizens were involved in active employment measures, of which:
1 person - completed short-term retraining courses in the specialty of a seamstress, with subsequent employment;
3 people - employed in permanent jobs;
2 people - employed in social jobs;
3 people - directed to community service.
As part of social adaptation measures, social support was provided in the form of: housing assistance, one-time financial assistance for holidays, as well as when interacting with the State Educational Department of Balkhash 5 children from 4 families received referrals to pre-school organizations.
Information booklets were developed and distributed in public places, articles were published in the media, speeches were regularly held on the city’s television channels, videos were posted on the official websites of the city akimat, the State Department of Employment and Social Programs of Balkhash and in social networks.
To determine the need of families in the measures of employment and social adaptation, household rounds were conducted among unemployed citizens (108 people) in the Labor Market database.
Since the beginning of this year, specialists of the State Institution “Department of Employment and Social Programs of the of Balkhash town” and MSE “Center for Employment of the Population of the Akimat of Balkhash town”, including an assistant and a consultant, explained 330 families in the number of 1468 people who applied for the introduction of targeted social assistance format.
Thus, the formation of a new social policy and the increased targeting of assistance provided to those most in need are an integral part of the set of measures taken by the state.
